Regarding the rogues becoming Templars I think it is quite possible, in DA2 we saw hunters and Templar archers, just as there are Templar archers in DAI. Bow and arrow (as well as hunters' dual wield) are rogue skills and mechanics. But as for the Reavers? A rogue who drank dragon's blood could become a reaver and gain access to his abilities ?

Cullen gets less content if you go with the Templars, because Corypheus' general is Calpernia instead of Samson. The romance isn't affected though, it's just the Samson parts. Conscripting the Templars without meeting Dorian first results in the least amount of disapproval among the Mage vs Templar options.
